The artist did do a great job with a fore-ground, middle-ground, and background. The "dirt" is shaded, making it look closer to us than the grass. Sonic is standing on the fore-ground of the grass and the "dirt wall" behind him. The background is the sky and the mountains off in the distance. We know it far away because they are small in comparison to the main character.
